At Bluefield he leads the Global Municipal Insight Service and consulting practice that advises water sector strategies for infrastructure and services globally, with an emphasis on Public-Private Partnership models and Smart Water. Mr. Hays holds a BA from Columbia University and an MBA from IESE Business School. He is based in Barcelona, Spain.

Earth Science Engineer graduated from the Faculty of Engineering of the UNAM. Master of Science from Imperial College London, England. Master in Engineering and Water Management from the National School of Public Works of Lyon, France, and Lead Fellow of the Program of Advanced Studies in Sustainable Development and Environment of the Colegio de México. He has more than 25 years of experience in the water sector and has published several articles and papers on water planning and strategy. He currently serves as Deputy Manager of Water Planning at the National Water Commission and as an academic of several subjects at the Faculty of Sciences of the UNAM.

She holds a degree in International Relations, with honours, from the Faculty of Political and Social Sciences of the National Autonomous University of Mexico (UNAM) and a master’s degree in international Cooperation for Development from the Dr. José María Luis Mora Research Institute. In 2018, she was project coordinator at the Institute of Engineering of UNAM and collaborated in the conformation of the Regional Center for Water Security. From 2011 to 2017 she was an executive coordinator of the UNAM Water Network, responsible for designing, programming, and managing the academic activities of the project. It is worth mentioning her participation in the following projects promoted within the framework of the UNAM Water Network: Conformation of the Regional Center for Water Security sponsored by UNESCO, Water Room at UNIVERSUM, Conceptualization of the National Observatory of Drinking Water and Sanitation Services, UNAM Water Curriculum and Interdisciplinary Graduate Orientation in Integrated Water Management, Program to Support the Hydraulic Development of the states of Puebla, Oaxaca and Tlaxcala (PADHPOT), among others.

She is a communicologist from the UNAM, and holds a Master in Public Policy from the UP. Some of the organizations with which she has collaborated are the Chamber of Deputies, CONAGUA, the Federal Institute of Telecommunications, Rio Bravo Basin Council, Water Operating Organizations and the UNESCO Intergovernmental Hydrological Program in Latin America. In these, she has advised, designed, coordinated or contributed to programs and projects such as the transition to Digital Terrestrial Television, the creation of the Federal Law on Transparency and Access to Information, the IV World Water Forum and the 2030 Water Agenda. She is a member of the Mexican Network of Hydrographic Basins, the Community of Women in Water, the Water Advisory Council, among other organizations.
Water Security and Resilience Program Coordinator, World Bank, Mexico
She holds a law degree from the Universidad Iberoamericana, Mexico City and a Master's Degree in International Law and International Relations from the Universidad Complutense, Madrid. With more than 15 years of experience in water issues, Verónica served as Technical Secretary of the Special Commission for Integral Water Management in the IV Legislature of the Legislative Assembly of the Federal District, period in which she also served as General Coordinator of the Mexican Alliance for a New Water Culture. From February 2008 to March 2014, she held the position of Project Coordinator of the Water Advisory Council, an organization dedicated to promoting the sustainable use of water in Mexico. She later served as Executive Director of this same organization.

High level public positions in the governments of Mexico (he was part of the original team of CONAGUA) and Spain, in the field of water. Senior specialist consultant in more than 40 countries in four continents for the World Bank, IDB, CAF, AFD and KfW. He was president of the Mexican Hydraulic Association and vice-president of the Mexican Association of Civil Engineers. Civil Engineer with a Master's degree in Hydraulic Engineering from the National Autonomous University of Mexico (UNAM) and a PhD in Engineering from the University of Plymouth, United Kingdom, he is also a researcher at UNAM's Institute of Engineering. His scientific work contains more than 100 publications and 45 articles in international indexed journals, with more than 600 citations. From 2012 to January 2019, he worked as Hydraulics Coordinator at UNAM's Institute of Engineering. He is the creator of the Real-time Hydrological Observatory and of the Multivariate Drought Monitor of Mexico, Mexican new tools for monitoring the hydrological cycle. He is a CONACYT Level-2 National Researcher and consultant to the World Bank for water, climate-change, and risk-related issues. He is a member of several international associations, such as the Hydro-environmental Research and Engineering Association, the Hydrological Sciences Association, the American Geophysics Association, and the European Geosciences Association. He is a member of the Editorial Committee of the Technology and Water Sciences Journal of the Mexican Institute of Water Technology and is the only Mexican Scientific Editor of the Ibero-American Journal of Water, published by Elsevier.

He has extensive experience in the public and private sectors, where he has served as Secretary of Finance and Planning of the State of Zacatecas, and is currently its representative in Mexico City. In the private sector, he has works as Managing Partner of GCI; as Treasurer of the Food, Beverage and Tobacco Sector of CANACINTRA, as National Advisor of the Association in Favor of the Best and as a contributor to Bloomberg Financial. He is currently a Consultant, Professor of the Master in Hydraulics at UNAM and President of the Advisory Board of the Mexican Hydraulic Association in the Morelos Regional Section. He has more than 27 years of experience in the water sector. Law degree from Universidad Iberoamericana; Diploma in Public Management from CIDE and the University of Colorado, as well as a Master's degree in Political Systems from the London School of Economics and Political Science. He graduated from the International Sustainability Program of El Colegio de México and LEAD International (Cohort XIII), and from the International Program for Sustainability Diplomacy of the Sustainability Challenge Foundation, IPMS (Cohort 19a). He has worked in the water sector for 15 years and has extensive experience in the public, social and private sectors, with emphasis on Public Affairs and Institutional Relations. He was Executive Director of the Water Advisory Council. Currently, he is Executive Director of Agua Capital, whose mission is to promote water security in the Valley of Mexico.
